Established under the Marine and Coastal Access Act 2009, our governance and policies ensure that NIFCA remains a responsive and professional public body. We are guided by a unified national vision to lead and champion a sustainable marine environment, working within a clear framework of high-level objectives developed by Defra.

Transparency

A dedicated governance structure

NIFCA is governed through a formal framework underpinned by the Inshore Fisheries and Conservation Order 2010. Our work is guided by a Constitution, Standing Orders, and a Code of Conduct, all of which are subject to regular review to ensure they meet modern standards of public accountability.

Our governance is driven by quarterly Authority meetings, supported by the specialised oversight of our Watch and Finance committees, which focus on enforcement, staffing, and financial integrity.

We are currently implementing national recommendations to enhance transparency, particularly in how we communicate the rationale behind complex management decisions where conservation must take precedence.

Robust training

Operational safety and staff development

Our commitment to excellence is reflected in our professional workforce and stringent safety protocols. All sea-going officers undergo mandatory STCW-accredited training and maintain specialised qualifications such as IOSH and NEBOSH. From risk assessments aboard the St Aidan and Robert Arckless MBE to the use of body-worn cameras and UAV technology, we prioritise safety in every environment.

We continue to invest in our team through the national Competent Officer programme and specialised forums like NIMEG and TAG, so that our officers have the technical expertise required for effective compliance and the scientific skills to lead vital environmental monitoring.

Statutory oversight

Quadrennial review of conduct and operations

Every four years, the conduct and operations of all IFCAs are formally evaluated and reported to Parliament by the Secretary of State for Environment, Food and Rural Affairs (Defra), as mandated under Section 183 of the Marine and Coastal Access Act 2009. The latest IFCA Conduct and Operations Report provides a comprehensive national assessment across core themes, including governance, evidence collection, and stakeholder partnership.

NIFCA is actively integrating the report’s conclusions and the subsequent Government Response into our strategic planning, using these national insights to continuously refine our local operations, improve transparent communication, and strengthen trust with our coastal communities.
